First, Step 1.1 is determining what is required to title and register the car here in Kommifornia, um California.
Then I found this lovely site on the CA DMV: Registration Requirements for Home Made Specially Constructed or Kit Vehicles. As a result, I meet the initial requirements!
A “home-made, specially constructed, or kit vehicle” is a vehicle that is built for private use, not for resale. Also, it is not constructed by a licensed manufacturer or re-manufacturer.
These vehicles may be built from a kit, new or used parts, or a combination of new and used parts.
Likewise, they may use a dismantled vehicle. However, after reconstruction it must not resemble the original make.
